  4.     Another casualty of the Administration's pro-life offensive
  5. is Government support for research on in-vitro fertilization,
  6. in which eggs are extracted from a woman's ovaries, fertilized
  7. in a glass dish, then implanted in the donor's womb. Next week
  8. a House subcommittee will release a report charging that the
  9. Department of Health and Human Services has shied away from
  10. funding research on "test-tube fertilization" because of
  11. pressure from right-to-life groups. As a consequence, the
  12. discovery of new techniques to make the procedure more reliable
  13. and lower its cost (currently $6,000 for each attempted
  14. fertilization) must depend on uncertain private financing.

  16.     The Administration's hostility to in-vitro research is more
  17. puzzling than its opposition to experiments with fetal tissue.
  18. The goal of the technique is to assist infertile couples who
  19. want children, an objective that seems to square with the
  20. President's pro-family views. Opponents argue that since human
  21. life begins at conception, the accidental but inevitable
  22. destruction of some embryos during in-vitro fertilization is
  23. murder. The irony is that in their zealous defense of the lives
  24. of "unborn children," the foes of in-vitro fertilization are
  25. preventing other children from ever being born.
